A. Foreign-Assisted Projects
1. National Irrigation Sector Rehabilitation and Improvement Project (NISRIP)
NISRIP is a nationwide project funded by Japan International Cooperation Agency (JICA) under Loan No. 254 dated March 30, 2012 with an amount of P6.187 billion yen. The objective of the project is to increase rice productivity and to establish sustainable O&M system through rehabilitation of irrigation facilities, strengthening of Irrigators Association (IA), provision of agricultural support, thereby, contributing to enhancing rice self-sufficiency and increasing income farm household. The scope of work includes civil works and O&M equipment, institutional development, agricultural support and consulting services. One of the beneficiaries of the project is Malatgao RIS in the province of Palawan. It is located at the town of Narra. The program for the year amounted to P39,904,000.00 which includes repair/rehabilitation of concrete canal and structures. Initial activities were focused on Institutional build-up. Rehabilitation of Malatgao RIS was completed on November 2019 and inauguration took over, attended by NIA Top Management and other guests.
B. Locally-Funded Projects
1. Bongabong River Irrigation Project
Bongabong River Irrigation Project, amounting to P890,150,000.00, covers the municipalities of Bongabong, Roxas and Mansalay in Oriental Mindoro. Water from Bongabong River will be diverted to provide irrigation water to about 6,000 hectares of agricultural lands for both wet and dry seasons. CY 2012-2018 programs were all 100% completed. For CY 2019, the project has an allocation of P311,066,000.00 which was divided into 7 packages. Bidding for the said project was conducted by the Bids and Awards Committee (BAC) of NIA MIMAROPA Regional Office. Late release of budgetary allocation affected the construction of the said project resulting to 47.01% physical accomplishment and 12.84% financial accomplishment.
2. System Management Division (SMD) Monitored Projects
The overall allocation for CY 2019 projects under Operations Monitored was P938,301,000.00. These projects were monitored by the Operations Department particularly the SMD. Included in these are lump sum projects under the Repair of Groundwater Pump Irrigation Systems (RGPIS), Resto/Rehab/Repair of Existing National Irrigation System (RRENIS) and Communal Irrigation System (RRECIS), Extension/Expansion of Existing National Irrigation Systems (EENIS) and Communal Irrigation System (EECIS), Establishment of Groundwater Pump IP (EGPIP), Small Irrigation Project (SIP), Coconet Slope Protection in National Irrigation Systems, Improvement of Service Roads in National Irrigation Systems and Climate Change Adaptation Works (National Systems). In 86 projects, CARP and Bongabong RIP excluded, 41 projects were completed and 44 are ongoing with physical accomplishment of 66.54% and financial accomplishment of 23.23% as of December 31, 2019. One project is for modification. These projects generated 1,503 hectares new area, restored 194 hectares, and rehabilitated 3,054 hectares. CY 2019 also includes Climate Change Adaptation Works (CCAW) in Palawan with project cost of P1,909,000.00 where the physical accomplishment is 100%.
3. Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC)
The overall allocation for CY 2019 CARP-IC projects was P36,500,000.00 composed of 4 systems namely: Mina De Oro CIS in Oriental Mindoro, Bubog CIP in Occidental Mindoro, Villa Paz CIP and Mendoza CIS in Palawan. All projects were already completed.
