Similar to any government agency, NIA's plantilla for regular, project and daily employees are approved by the Department of Budget and Management. All personnel matters are governed by the rules and regulations of the Civil Service Commission. NIA regular employees (those at the central, regional, and irrigation management offices; and integrated irrigation systems) enjoy permanent status. The appointment of project personnel are co-terminus with their respective projects. Contractual and daily employees are hired when needed. As of December 2015, NIA's personnel complement is 5,367 (Monthly and Casual).
