NIA MIMAROPA Trained Personnel in the Preparation of O&M Manual of CARP-IC Completed Projects

Palawan  - With the support of NIA MIMAROPA Regional Manager Engr. Ronilio M. Cervantes and under the guidance of EOD Manager Engr. Lowell L. Lozano, the Institutional Development Unit of the NIA MIMAROPA Regional Office trained personnel in the preparation of Operation and Maintenance (O&M) Manual of Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC) completed irrigation projects and conducted IDP planning workshop. This event took place from August 28 to 29, 2024, in Puerto Princesa City, Palawan.

The workshop aimed to orient the concerned personnel on the guidelines and procedures for preparing O&M manuals to enhance the quality and efficiency of their submission. Additionally, the activity reviewed the first-semester performance of IDP implementation under CARP-IC in NIA MIMAROPA, leading to formulating an action plan to complete the remaining activities for the year.

Participants shared possible challenges which were comprehensively addressed by CARP-IC PMO Acting Project Manager Engr. Robertino O. Lapeña, and CARP-IC PMO IDD Manager Ricardo C. Lopez as resource speakers. Moreover, the Irrigation Management Offices (IMOs) from the MIMAROPA Region presented their finalized O&M manuals which were subjected to an in-depth critique by the said speakers to identify areas for improvement.

An O&M manual is a crucial document for a completed CARP-IC project. It guides IA officers in effectively managing the irrigation system by implementing plans, policies, and regulations. It also assists NIA staff in monitoring IA performance and providing technical support to maintain the irrigation system and ensure the continued effectiveness of the IA.

The activity was also attended by Palawan IMO Division Manager Armando L. Flores, MOMARO IMO Acting Division Manager Engr. Maria Victoria O. Malenab, Occidental Mindoro IMO Division Manager Engr. Raymundo L. Calusin, and CARP-IC PMO Irrigators Development Officers, and NIA MIMAROPA Operations and Institutional Development Unit staff.
