Empowering Irrigators: NIA Palawan IMO's Successful Re-Contracting of Irrigators' Associations Under Modified Irrigation Management Transfer Program

Palawan - The NIA Palawan IMO facilitated the successful re-contracting of twenty-two (22) Irrigators’ Associations in the Communal Irrigation System under the Modified Irrigation Management Transfer Program of the agency in the municipalities of Quezon and Brooke’s Point, Palawan, respectively. This is in connection with the amendments to Memorandum Circular 108 S. 2018, the Implementing Rules and Regulations of Republic Act 10969, otherwise known as the Free Irrigation Service Act, specifically the provision increasing the O&M Subsidy from P150/Ha/Cropping to P 500/Ha/Cropping.

The NIA-assisted Irrigators’ Associations are: Samahang Magpapatubig ng Katiringan at Libtong, Inc., Malapandeg Farmers Irrigators Association, Inc., Samahang Magpapatubig at Magsasaka ng Candawaga, Inc. in Rizal, Palawan; Aramaywan Quezon Farmers Irrigators' Association, Inc. Brgy. Tagusao, Quezon Palawan Irrigators' Association Inc., United Farmer's Irrigators Association of Malatgao and Panitian INC., Sitio Nali Irrigators Association, Panibacan Irrigators' Service Association, Inc., Quinlogan Quezon Farmers Irrigators Association, Inc. Tagbuaya Irrigators Association, Inc. Sowangan Farmers Irrigators Association, Inc. located in the municipality of Quezon; Malalong-Binasbas Communal Irrigators Service Association, Inc., Samahang Irrigators ng Pulot Communal System, Inc., Piatan Irrigators Community Association, Inc. located in the municipality of Sofronio Española; and Pangobilian Irrigators' Association, Inc., Samariñana Communal Irrigators' Association, Inc., IBA Sabsaban Irrigators' Association, Inc., Magugurang Irrigators' Association, Inc., Mambalot Irrigators' Association, Inc., Macagua Farmers Irrigators' Association, Inc., New Panay Maasin Calasaguen Irrigators' Association, Inc. and Babangon Irrigators' Association, Inc. located in Brooke’s Point, Palawan which plays a crucial role in the efficient operation and maintenance of the irrigation system entrusted to them. The responsibilities of both parties were reiterated and thoroughly discussed to ensure smooth implementation of the agreements outlined in the contract.

Prior to this event, a total of 44 Irrigators Association, 37 from National System and 7 from Communal Irrigation System have already renewed their IMT contracts in January, 2024.

The efforts were spearheaded by Palawan IMO Institutional Development Unit under the leadership of Division Manager Engr. Armando L. Flores, guided by Regional Manager Engr. Ronilio M. Cervantes, aligning with the long-term goal of developing strong, sustainable and self-reliant Irrigators Associations. This goal reflects the overall vision of NIA Administrator Engr. Eduardo Eddie G. Guillen to enhance the agricultural landscape and support farmers’ communities.
