Empowering Irrigators' Associations: NIA MIMAROPA's Strategic Planning and Collaboration for Sustainable Irrigation Development

Palawan - The NIA MIMAROPA Regional Office, through its Institutional Development Unit, spearheaded the Strategic Planning and Policy Formulation, Year-End Assessment, and Planning Session, as well as the IA Interaction for the Officers and Board of Trustees of the REGION 4B FEDERATION OF IRRIGATORS’ ASSOCIATIONS, INC. (R4BFIA). This activity is designed to enhance the skills and knowledge of R4BFIA in formulating and conceptualizing their vision, mission, objectives, policies, programs, and projects for IA sustainability. Developing an effective plan is crucial for the IA to achieve the IDP end goal. Additionally, the activity aimed to evaluate the CY 2023 activities and accomplishments of R4BFIA, discuss and finalize the CY 2024 Plans and Programs, and gain insights from Dumangueña Manaile River Irrigator’s Association (DUMRIA), one of NIA’s Most Outstanding IAs under the NIS category, regarding their vision, mission, logo, and plans and programs.

NIA MIMAROPA Acting Regional Manager, Engr. Ronilio M. Cervantes, extended warm congratulations to R4BFIA for their accomplishments in CY 2023. He also offered guidance on crafting R4BFIA’s VMO, emphasizing the need for a vision that inspires and guides their actions, a mission articulated with clarity and passion, and organizational objectives that are concrete and achievable to propel R4BFIA forward in their mission. Engr. Cervantes shared two essential reminders based on the recently conducted Second Semester Managers Conference and Performance Assessment for FY 2023 and the Management Review for FY 2023 Quality Management System: 1. To expedite registration with DA-RSBSA and cross-matching; and 2. The establishment and development of Irrigation Service Cooperatives per municipality, given that government interventions are focusing on cooperatives. He also challenged R4BFIA to increase their respective IA’s cropping intensity and average yield, highlighting the eight new excavators provided recently by NIA to the IAs while encouraging them to pursue Third Cropping. Engr. Cervantes assured R4BFIA of NIA MIMAROPA’s unwavering support.

Also present during the activity are Baco-Bucayao RIS Principal Engineer A, Engr. Maria Victoria O. Malenab, Occidental Mindoro IMO Division Manager Raymundo L. Calusin, and Palawan IMO Division Manager Armando L. Flores, along with the respective Senior IDOs of IMO and the focal person of the R4BFIA regionwide.
