With the theme “Ushering in 2017: A New Beginning”, National Irrigation Administration (NIA) conducted a nationwide simultaneous ceremony to welcome 2017 through “Blowing Bubbles” last January 3, 2017. This is to demonstrate the agency’s readiness to face its new challenge: a shift from being a corporate agency to a developmental/social agency. All NIA employees wore different shades of green which symbolizes fresh beginning.
NIA MIMAROPA headed by Acting Regional Manager Ramon A. Bugacia actively participated in the said event.
“Para sa taong 2016, dalawang bagay lang yan. Either kalimutan natin or gagamitin as our lesson para magmove on ngayong 2017.” Stated Acting Regional Manager Bugacia in his inspirational message.
He was thankful that despite the damages caused by Typhoon Nina in irrigation facilities and offices in Oriental Mindoro, everybody was safe. He emphasized the good relationship within the organization [and family] in order to achieve prosperity and that problems make a person stronger.
Acting Regional Manager Bugacia mentioned that they are seeking certain guidelines relating to the free irrigation service fee (ISF) policy. Example to this is that the policy is intended for marginalized farmers only. Aside from this, he said that Department of Agriculture (DA) Secretary Manny Piñol has chosen the province of Oriental Mindoro as a site for the corporate farming. Rice to be generated will be distributed to beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps).
Blowing bubbles was the chosen activity because it is an environment-friendly alternative in welcoming the year opposed to other activities like balloon releases, sky lanterns, butterfly releases and dove releases. The bubbles soaring up in the sky carry with them the unattained goals of the agency as well as all supplications to the heavens for victories of the agency.
