Oriental Mindoro - NIA, particularly the Mindoro Oriental-Marinduque-Romblon (MOMARO) Irrigation Management Office (IMO), continues the campaign for the payment of Irrigation Service Fee (ISF) pursuant to Republic Act 10969 otherwise known as Free Irrigation Service Act (FISA). ISF refers to the charge or levy being imposed upon non-exempt users of irrigation water and services provided by an irrigation system.
Free irrigation service is only applicable to those farmers with landholdings of 8 hectares and below for water derived from national and communal irrigation systems that were, or are to be, funded, constructed, maintained and administered by NIA and other government agencies including those that have been turned over to IAs. The back accounts, penalties and other interests of these farmers are also condoned and written off in the book of NIA including the amortization loan under communal irrigation systems.
However, those farmers with landholdings of more than 8 hectares are not exempted and shall continue to pay the necessary equivalent ISF which include corporate farms, plantations, fish ponds and other persons who use irrigation water and facilities for non-agricultural purposes like drainage. For non-exempt farmers, they shall pay the ISF for the whole aggregate landholdings and not just the excess of 8 hectares including the back accounts, penalties and interests.
To properly guide the NIA employees in the implementation of the said law, NIA issued Memorandum Circular No, 108 s. 2018 or the IRR of RA 10969. Included in the MC is the rate of ISF for non-exempt farmers and irrigation users.
Employees of NIA MOMARO IMO conduct house-to-house visitation and attend meetings of various Irrigators Association (IA) in the municipalities of Oriental Mindoro to disseminate information and campaign the said policy including distributing of billing to farmers owning above 8 hectares of farmland.
Aside from the collection campaign, NIA continues to provide technical assistance to IAs on the operation and maintenance of national and communal irrigation systems and on farm enterprises management.# By: AVGB, NIA MIMAROPA Regional Office
