“Magkaroon tayo ng teamwork. Walang magagawa ang RM without the support of the base (staff).”
This was the statement of Engr. Ramon A. Bugacia when he takes office as the new acting regional manager of National Irrigation Administration Region IV-B last January 7, 2016. Welcomed by the regional office staff, an orientation was conducted at NIA Conference Room, Calapan City, Oriental Mindoro to present the current status of the agency.
“Very particular ako sa trabaho. If you are compensated, you have to justify what you are receiving.” Added Engr. Bugacia in his message. Previously appointed as the regional manager (RM) of Region 10, Engr. Bugacia shared his experiences on how he handled management of the said agency. Afterwards, he discussed his plans for for Region IV-B like filling out the approved 40 plantilla positions clearly stating that in order to achieve a permanent post in the government, one must be eligible (Civil Service Eligibility). He also mentioned focusing on the accomplishments in lined with the commitment to the Governance Commission for GOCCs (GCG) and that he is particular with the Strategic Performance Management System (SPMS).
“Importante yung willingness ng tao to serve.” Said Engr. Bugacia as he ended his message for the NIA IV-B staff. Engr. Cesar Pobre, OIC for Engineering and Operations Division then presented the history and performances of the region for the past 4 years. Included in the report are the accomplishments in terms of project implementation, financial management and institutional development.
Turnover of NIA IV-B management from Engr. Florentino David to Engr. Bugacia was held last January 6, 2015 at NIA Central Office, Quezon City./NIA4B/AVGB
